Most website accessibility conversations center on alt text, color contrast, and keyboard navigation. Those matter. But video content gets far less attention than it deserves, and in my experience, it’s where many businesses have the largest gap in their ADA compliance posture. A site can pass a basic accessibility scan and still have dozens of videos with no captions, no transcripts, and no audio descriptions — all of which create real legal exposure and shut out a significant portion of visitors.

This post focuses specifically on what captions and transcripts do for your compliance standing, how to implement them correctly, and what the standards actually require in 2026.

How Video Captions and Transcripts Improve ADA Compliance?

Captions and transcripts improve ADA compliance by making audio and video content accessible to people who are deaf or hard of hearing, people with cognitive disabilities, and non-native language speakers who rely on reading along to follow complex content. Under the Web Content Accessibility Guidelines (WCAG) 2.1, prerecorded video with audio must have synchronized captions (Success Criterion 1.2.2) and a transcript that includes both dialogue and important non-speech sounds. Live video must have real-time captions under Success Criterion 1.2.4. These requirements sit at WCAG Level AA, which is the standard referenced by the ADA and Section 508.

The practical effect is direct. A user who cannot hear your product demo, explainer video, or recorded webinar is completely locked out of that content if no captions or transcript exists. Captions fix the synchronization problem — the text appears on screen as the audio plays. Transcripts fix the access problem for users who prefer or require a separate text document, including screen reader users whose technology doesn’t interact well with embedded video players.

The DOJ’s 2024 web accessibility rule made clear that WCAG 2.1 Level AA is the compliance benchmark for state and local government websites, with private sector businesses facing mounting pressure and litigation under Title III. Video accessibility is a named area of enforcement concern.

What Counts as a Caption Under WCAG 2.1?

Not all captions qualify. Auto-generated captions from YouTube or a video hosting platform are a starting point, not a finished product. I’ve reviewed auto-generated caption files for clients where accuracy rates fell below 70% for speakers with accents, technical vocabulary, or fast delivery. WCAG requires captions to be accurate, which means you need human review on auto-generated files before they go live.

Accurate captions include:

All spoken dialogue, rendered correctly. Speaker identification when multiple people are on screen. Non-speech audio that carries meaning, such as [APPLAUSE], [ALARM SOUNDS], or [MUSIC PLAYING]. Proper punctuation so that sentence structure is clear to the reader.

Open captions are burned into the video file and always visible. Closed captions are a separate file (usually .SRT or .VTT format) that the viewer can toggle. Either satisfies WCAG, but closed captions give users more control and are far easier to update when errors are found. I recommend closed captions as the default implementation.

Transcripts: More Than a Caption Dump

A common mistake is simply exporting the caption text and calling it a transcript. That approach misses the point. Transcripts serve a different function — they’re standalone documents that a user can read independently of the video player. For that reason, they need structural context that synced captions don’t provide.

A proper transcript includes the speaker’s name at each turn of dialogue, timestamps for longer videos (especially instructional content), descriptions of visual information that isn’t conveyed through speech, and meaningful on-screen text like slide headers or presented data.

For video-only content with no audio track — think animated product tours or silent screen recordings — WCAG 1.2.1 requires a text or audio alternative that describes what happens visually. Most businesses miss this entirely.

Google also indexes transcript content. A 45-minute product demo with no transcript is a dead zone for search visibility. Add a properly formatted transcript as a page section or linked document and you create crawlable, keyword-relevant content that benefits both accessibility and organic search rankings. The Ahrefs blog has covered how transcript pages earn featured snippet placement for how-to and instructional queries — a secondary benefit that compounds over time.

Audio Descriptions and the Level AA Threshold

Audio descriptions are a separate requirement from captions. They’re a narration track added during pauses in the main audio that describes visual content not conveyed through dialogue. WCAG 1.2.5 requires audio descriptions for prerecorded video at Level AA.

This is the requirement most businesses don’t know exists. A training video where an instructor points at a diagram and says “as you can see here” is completely inaccessible to a blind user without an audio description track explaining what’s being pointed at. If your videos contain visual demonstrations, charts, or physical actions that carry informational weight, audio descriptions are required under WCAG Level AA — the same tier ADA compliance references.

Running an Audit on Your Video Content

Before you can fix gaps, you need to know where they are. A video accessibility audit starts with a full inventory of embedded and linked video content across the site. For each video, you’re checking for the presence of accurate synchronized captions, an available transcript, and audio descriptions where visual content demands them.
